Mueller's Interpretation of Evidence of Conspiracy
Mueller is institutionalizing his view and breaking the tie in favor of the president to the extent there's a tie. I could make out this case as a conspiracy and charge it, and I think I'd have more than enough to survive,. for example, a rule 29 motion to dismiss. The mere publication of nonclassified, non defense information emails, even if there was an agreement to publish those, you know, may not actually be illegal.
