What Is the Difference Between a Refugee Camp and an Asylum Camp?

Greece is planning to open five 'closed and controlled' holding centers for refugees. They would be a one stop shop facility where they could deal with asylum claims. But the problem is thatt the freedom of access to come and to go, and they would be kept away from population centres.
