The founding fathers never anticipated that congress would not be a jealous guardian of its powers and prerogatives. The primary system, which was a terrible mistake made by both parties in the 19 seventi, has created incentives that are irresistible to individual candidates. A lot of politicians are responding to incentives. They're responding to the incentives that they confront when they run in their party primary.
