Voting at the Top of the Vote Is Predictable
In every election, there's a predictable percentage of under vote. Some people just go in to vote for the president. They don't even get to the congressional races. I know this because i ran for congress and our goal was to get as many people to vote for us as voted at the top of the ticket. It's almost impossible to do, but it's very predictable.
