If somebody is a good teacher and they are not a native english speaker, i think that you could really be missing out. I know when i taught English in jap there were japanese teachers who worked with the more beginner students. So if you're looking for kind of that level of translation, if you feel like you want to learn with translations, you could go ahead and hire a teacher from your own country.
