Trump said he'd wage a war on the cartels and also wanted death penalty for dealers. Trump does not say what wage war in the cartels means, there's no reason to think it means any more than we're already doing. Don't you think the border control people think they're waging war on the cartel by seizing people as they come across? I don't know. They probably think they're already doing it.
