Putin's rhetoric is very much in line with the rhetoric of the mid-19th century Russian empire. Russia isn't a consistent population of people who are ethnically or culturally connected. The Russians as the imperial people in this multi-ethnic, multicultural empire. They rule over many different people and want to extend that empire beyond where it currently is.
