The Crisis of Overcapacity

Brenna Riley: We're supposed to replace the old dirty old technology with new clean technology. So we don't know what the net effect on capacity would be, but it's not like it's going to increase capacity just in proportion to the level of investment. But you'd never hear Brenna Riley or other people who kind of follow this line acknowledging that. In fact, they present this global capacity overcapacity very explicitly as a reason why any sort of fiscal program is doomed, is hopeless.
