Can We See Corruption at the Local Level?

Can we see corruption at all levels of these bodies? Or is it more something that's limited to the elites? Well, political scientists make a distinction between grand corruption and petty corruption. And in the pre modern world, i think we can find both of those. So there's certainly corruption at the local level. In ipre modern britain, the most lowly form of administration were increasingly raising quite substantial amounts of money for poor relief or infro structural projects. Othe amount of money swilling around in parish coffers was quite significant by the end of the eighteenth century into the nineteenth century.
