There were an aw lot of clergy who were younger sons of noblemen and gentlemen who wanted a kind of easy position in life. Cathedral canonries were the obvious thing for them. If they went into a parish, they'd be stuck out in the sticks,. somewhere ministery to people far below them in social rank. And henry, i think, perceived this. He could have made himself even richer than he was. But tere was a problem that cathedrals alone could solve.
