The hypothesis is that it begins to arod on your generic capacities and kind of holds you back in terms of poverty alleviation. And particularly those in some places, it may not even be appropriate to try to build risk management capacity at a household level. A where in communities of affluence, maybe we need to be talking about how they need to be pulling their weight a little bit more in risk management. It's not that we can all live at the same level of protected protection from risk that we've been accustomed to. That may not be an ideal any that we can say will be universal, that we all can live in our bubbles. We have to face it.
