What Is the Property Rights Gap?

The book is about the property rights gap and its relationship to agrarian reforms. The idea that you give people property, but you don't give them property rights over that property. So for example, a person, let's say a peasant, receives a plot of land, but they don't receive a land title to that plot of land. It's difficult, therefore, to defend against encroachment by government forces.
