Is Economics More Like Art Than Science?

The world is too complex, too uncertain and human beings are so unpredictable that we cannot have but economics that is scientific in the same way that physics or chemistry is. So I often challenge my graduate student, look, give me one economic theory. There is no such theory because Singapore is the product of very concrete, pragmatic human decisions. Trying to survive in very particular conditions is a city-state with very limited land. You will never be told that 90% of land in Singapore is owned by the government. And 85% of housing is supplied by the government-owned housing corporation. 22% of GDP is produced by state-owned enterprises or what they call in that country government-linked corporations
