The Persian Empire was so vast, you're talking about stretching all the way from Libya and Egypt in the west to Pakistan and east. The king is a quite a clever person. He recognizes that just taking in tribute isn't particularly helpful to binding people to you. You also have to kind of give it out as largesse. And he uses luxury to do this. This is something that obviously very much stemmed from and fed into their political and cultural ambitions and strategy.
