Government can't change any one nation, any individual's behavior. You're not going to get china to change their behavior out of the goodness of their heart if they're going to lose their competitive advantage. What are we going to be willing to do as a government to this technology going before it's too late? After the companies are doing well, companies are much more in the lead. And even sho you mention insurance companies, the insurance industry may not be viable in the long run because they've got all these properties.
