The Cost and Benefit-Dany Intervention in Corruption

In China, they switched to an entirely automated driver's test. This solved at least that solved the corruption problem because you couldn't bribe the machine that was giving you the tests. But it turned out that it was incredibly easy to game the computerized driver's testBecause people quickly found out, oh, you just have to do these four things right and then the computer will pass you. So one, it just goes back to the cost and benefit-dany intervention. In this case, you are taking away discretion and that reduces corruption, but it also makes the government service less effective.
