The House Rules Package
Matt Gates changed his mind on the rules package, but it's still unclear exactly what happened to get him to change his mind. There was also a sense that Republicans went into the 10 p.m. vote with a level of confidence that was a little bit misplaced and they were more confident than they needed to be. But I do think that over the next several days we'll learn more about this. Some changes that appear to have been made related to that may have helped get a number of the holdouts on board.
