Joe used the services of New Zealand's own Rui Ali as an intermediary to pass back and forth messages during this period. Joe spent these years organizing, centralizing and unifying the party and the manner in which the army was structured. His main task for now was to revive the party in the areas where they had been decimated, expand the red bases and build a red army. Mao sat this one out. He remained behind in Jinganqianqian. In Moscow, Joe spoke up loud and clear as far as saying the fight needed to be taken to the countryside where the masses were. This extreme talk was not what the common turn wanted to hear.
