Is This a Hoax?

The call comes in from a number that looks like it's been disconnected. The person on the phone says they're being arrested for not paying their taxes. They then go through an extensive list of questions to try and figure out what is going on with them. After several minutes, the caller hangs up saying he doesn't want to hear his number back.
