Joy whitbeck says she has had some awful encounters with bad owners not following the leash laws and letting their dogs charge and bark aggressively at her. Whitbeck: "If i see a dog near by, i walk and give as much space possible" She adds that running on trails is where people like want to get their dog exercise.
