Is There a Right of Secrecy in the Constitution?
The constitution is largely silent on the matter, presidents have had to infer that there is a right of secrecy under article two. So george washington confronted first as is the case by necessity, right? An instance in which the question came up regarding whether a president has a right to withhold information from congress. He convened members of his cabinet ad a discussion about whether this is really a leg a basis for the president to deny information. The president concluded that indeed he has the to do so, although he decided in this particular case to turn the information over to congress.
