In the early years of his tenure as saint petersburg deputy mayor, he was chairman of the foreign relations committee. He oversaw these very scandalous barta deals. They were meant to bring inso of food stuffs in return. But actually what happened was a lot of the food didn't turn up. This has always been portrayed as an example of the sort of cleptocracy his regime would later engage in. It was just an example of how some of the cipheningan we've always seen russia resisclept with is only ecause they were keeping their intelligence networks going too.
