Rats - The Diseases of the African American Population

In his speech, he talks about how savages and barbarians are the ones who have to be taught about cleanliness. And so even though he was very sympathetic to native populations, he still thought of them as barbarians. A lot of people, certainly, if you get intoto to ratsn the way people think about rats, rats are thought about to particularly infest a black populations. Well, they will no longer infect other people with the disease.
