Alex von Tanselman: There were 43,000 Soviet troops on Cuba at this point. He says they arrived in 'farcical fashion' with young men wearing khaki shirts and trousers. This kind of thing was just overwhelmingly reported to the CIA, he says. Von Tanselman believes Khrushchev took an enormous risk by sending these people there.
