The 600,000 Figure Is Still a Record for a Calendar Year
It is still a record for a calendar year more than 600,000 people. So I don't think we should lose sight of that just because it's lower than expected. All those visas are controlled by the government compared to before with the EU when there was less control over borders. These are all visas issued by the government and they have used that control to let in record numbers from non-European Union countries.
