The Importance of Planning in Libya in the 1970s

Libya was trying a bunch of different things I mean everything from this huge manmade river project to crash programs and industrialized parts of the country so much of it not working right. The inability to get anything actually done because there wasn't the planning but on the nuclear side it looked like they were buying a wide range of facilities in this period. They found it difficult to convince people to join these programs smart people engineers typically wanted to work in the oil industry instead.
