The Bank of England manages to keep its independence as a private company while being a servant of the state and managing the public finances. The East India Company's directors aren't quite as smart in the way that they manage their business, he says. These three inspectors are appointed by the Bank. They take a year to do this work; from what we can see the mode of the inspection was that they would go into an office, observe the work that was going on as sort of witnesses.
