The History of Weather Modification
Operation Popeye was the first time weather modification had been used as a weapon. After Operation Popeye was revealed, the U.S. Congress banned the use of what they called environmental warfare. The Geneva Convention Treaty still technically allows weather modification for non-hostile purposes. But it hasn't actually been used in combat since the Vietnam War.
