My solution would be every coach gets one penalty challenge. It's not challenging a play, it's challenging a penalty. If you're a coach, you're going to hold on to that until the end. And a lot of times that the clock will expire and the coach will have never used their penalty review flag. Why not review penalties and fouls in the NFL?
