How Could He Have Been Released Without a Known Address?
His first custodial sentence just to give our listeners some background was 16, 28 previous convictions for 69 separate offenses. At the time he was released in June of last year, he'd already served nine prison sentences. How could he have been assessed as medium risk? My inspectors were puzzled by that. In our view, he was very clearly a high risk of serious harm to the public and to other people he associated with. The problem was there was very little opportunity to do proper planning when he was released. He was not recalled intercostably after missing three supervision appointments as I understand it. Within adequate resources, this is a service that is incompetent and has the failures by people at the top
