The Future of Weather Modification

The Air Force published a report in 1996 called Weather as a Force Multiplier, Owning the Weather in 2025. It speculated that by 2025 weather modification technology could be advanced enough to allow the US Air Force to completely control battlefield conditions. A small group of conspiracy theorists latched onto one real-life project that was mentioned in the report. High Altitude, a Rural Research Project, or HARP's main objective is to study how radio waves can affect the uppermost layer of the atmosphere.
