England has an increasing, growing wool industry from sheep. A lot of what fuels trade is not only fish, but also cloth. england had special trading rights with portugal. Portugal could export their port wine duty free into england. And the english in turn exported tremendous amounts of wool and cloth to portugal. This really spurs on dramatically the enclosure movement.
