Under the constitution, state legislatures have a lot of discustion about how to structure the selection of presidential electors. Every state currently leaves it to general popular election. And i think there is a good case that whatever decision they made before the election, they then have to stick with that. They can't change to a different thod of selection, but if they wanted to,. you did see a couple of variations in which they used te different method.
