Since the foundation of the first afghan empire in 17 forty seven, where you've got a matrix of problems. The state is very dependent on taking taxes from outlying provinces like cashmere. And that just leads to instability. They can't build up a state whereby you legislate and you get all parts of people benefiting from the state, paying into the state. So this, this problem of the failure of governmants has recurred again and again.
