The ideal process would be to repeat what happened in 20 12, and for a scottish parliament with a mandate to do so. Awin you yol the highway, parliament's looking at passing legislation tolling for then that comes down to london. If johnson maintains its current stand, which is to block it, i think would be unwise and would cause trouble inside the conservative party. And also, part of the edinburgh agreement was that the referendum would in itself execute the constitutional change as it were.
