The presumed protection that belongs to a government official while in office becomes less substantial after that person has left government. In this particular case, i don't see any basis for preventing magan from providing testimony. And again, this could be part of a good faith negotiation process that takes place between the white house and congressional committee over what's appropriate in the testimony.
