The Capital Police and the National Guard
The police on the scene make urgent calls for assistance. Leadership responds to these frantic calls with delays. Some those delays can be attributed to the quick escallation of events, but many result from structural problems in the decision making process. The capital police board is composed of the house and senate sergeants at arms as well as the architect of the capital. And so that was certainly int in terms of their ability to get assistance from the national guard.
