Obama picked up on and building on the tradition whereby most presidents realize there's a new guy coming into the job, and they may not know how tough it's going to be each president. Obama wanted to make sure that he avoided even the appearance of politiciation. He made sure that the briefings were not going to be done by political appointees, that they would be done by career intelligence officers only.
