In the thirties, i think they sort of invented the idea of modern empirical statistical like what we understand to day. And i think it was explicitly a programme of setting up a new authority structure tha they would be able to justify. There were, there was a general push in society to do a lot of social re engineering in the early twentieth century. I'm pretty sure i've read documents from some of the big foundations that funded the sort of statistical social science thing.
