Anglo-Russian relations became difficult roughly at the time when Peter the Great acquired control of part of the Baltic coast. The Russians see British values as alarming, they connect them up with the French Revolution and any kind of liberalism is a threat to his position. So it's an existential rivalry which manages to be balanced for much of the 19th century by the reality that France is an even more unstable threat to the international order.
