Hamilton and Morris wanted to fund the debt. They didn't want the wealthy to pay back the wealthy. The idea was for generations, maybe get paid interest,. be making money on your money with a slow pay down schedule. And the way you do that is by taxing more people and keeping the burden off the class you're trying to benefit.
