There were hundreds of thousands who fled the war and settled in canada. There was a lot of animosity about that, especially between those who evaded the draft and people who worked the system. The law is symbolic but it's also an international diplomacy issue as well. i think you read some of the coverage of this, it almost makes you think that carter had gone right into a really tough issue here.
