Unbundling in Australia

Bundling in Australia was basically a way to say, let's think about your volumetric right to water. And then you've also got a licence that you use water on land. So the way that Australia is structured, it's exit fees. With just exit fees are really, really bad. They'd be a constraint on trade. The Western US guys going, exit fees are great. They are exactly the tool that we need to free up water for the environment. That enables us to put a price on what it costs to recover that water from the environment and how to make it right with all of the other users in that system.
