FIFA World Cup - Is the World Cup Expanding?

The World Cup has expanded significantly over time I mean to a couple of examples you know which are probably significant 1982 was the time when it when it was expanded to 24 teams and that was very much part of FIFA president Joel Havilland's campaign. In 1998 there was less concern about the quality perhaps of the teams but he still thinks maybe the issue we have now is simply how long does this event go on? And can we think of it really as an elite tournament if there are so many countries playing in it yeah.
