The single integrated operational plan was a big feature of nuclear policy in the late fifties. The more targets there were, the more weapons the air force needed to bomb them. It became an excuse for the air force to build even more and more weapons. And at the same time, the navy was trying to get into this game as well. There became second and third order arms races.
