It essentially, there were three directors of the first National Institute of Mental Health who would never set foot and never taken care of seriously mentally ill. They believe that institutionalization caused mental illness. So they persuaded a bright young senator who eventually became president who had a very significant soft bot for this because his sister went through a frontal lobotomy.
