The theory of Bragg's case is that anything a politician does to airbrush bad information can be reformulated into an in kind campaign contribution. But I think in truth, the intention here is that this is a set of rules for one particular defendant and they don't think it's going to apply to anyone else. The way where these payments made, when was this done? When was the election, right?
