Flexibility in Response to Nuclear Warfare in Southeast Asia

Kennedy and Johnson tried to convince allies around the world that they will come to their defense even if they are threatened by massive conventional forces or nuclear forces. McNamara kind of very slyly by introducing flexible, also known as graduated response, is kind of prices people out of the proliferator business. The Non-Proliferation Treaty was initially a good thing for Khrushchev because it would further bind the Germans' hands. But in 1966 Europeanists started distancing themselves from the Atlantic community which provides the majority of its military but also diplomatic resources.
