On the intelligence side, you describe this as when a policy maker questions an estimate or a judgment and says, i don't see it that way. It's actually the job of the intelligence officer to consider that, to make sure it's right to take the policy makers cern seriously. I think the danger there though is that if then your experts, continue to look at things and continue to submit analysis and predictions based on their best understanding, that could easily be misinterpreted as you're fighting the problem.
