Moses was speaking against Moses, but really what she was doing is she was speaking against God. It's kind of like a. It's like what happens in the New Testament, Jesus sends out his disciples. He hears you, hears me, right? He who rejects you rejects me. So as the mouthpieces of the Lord to reject that mouthpiece is to reject the one for whom he speaks.
